The master plan is based on an orthogonal grid broken by two diverging axes to create flow and movement. The central block is offset to create a break in the high traffic avenues and to frame the central high activity district.
The two central spines form large avenues, and give the overall setting for the subdivision of the parcels, turning each parcel into a neighborhood unit.
The neighborhoods are of different sizes and each neighborhood functions as a small village.
The master plan is divided into 9 zonings, which include: Housing, Retail/Commercial, Governmental Buildings and Services, Religious and Cultural Buildings, Offices, Schools, Recreational Services and Infrastructure.
